development belt along the Huangpu River on the Bund is the
most vigorous golden waterside line in Shanghai. The 6.3-kilometer
waterside line along the Huangpu River on the Bund is from
the mouth of the Suzhou Creek to the Jiangbian Road, with
an area of 1.2 square kilometers. It is the core part of
the waterside line along the Huangpu River---Shanghai city
landscape axis of ordinate, the key area of development of
the waterside line along the Huangpu River, an important
part of the three concentrated belts of the modern services
industry of which Shanghai is accelerating the development,
the most important north-south communications corridor in
Shanghai and the key area of the Huangpu District directly
receiving the radiation of the World Expo and supporting
the World Expo functions; it is the area contacting the Bund
Finance and Trade Zone, the Yuyuan Commercial and Tourist
Zone, the Shiliupu Business Leisure and Entertainment Zone,
the Dongjiadu Waterfront Business and Hotel Zone, the World
Expo Site and making them develop function connection, integration,
interaction and concentration.
Making great efforts to replace and renovate the old buildings.
The belt will innovate new modes of thinking and means
of work to push forward the overall renovation and replacement
of the old buildings on the Bund and build itself into
a high-grade area in Shanghai featuring concentrated luxuries
special stores.
The belt will promote the construction of key projects
and accelerate the implementation of projects and increase
the intensity of relocation as well as investment invitation,
coordination and implementation of development projects
to achieve early implementation and quick returns. It has
4 important waterside projects, that is, the Waitanyuan
in the north, the plot No. 204 in the middle, the plot
No. 8-1 on the Southern Bund and the Dongjiadu Waterfront
Business Zone.
The Waitanyuan: The Waitanyuan is the
source of Shanghai opening-up, the source of blend of Chinese
and Western cultures and the source of the future Huangpu
development. It is an important fulcrum for guiding the
market and levering Huangpu economic development. It can
be taken as a banner of Shanghai for function development
to guide the market and is a ¡°knockout product¡± which can
attract domestic and international markets and compete
on the international market. It will accelerate upgrading
of business, urban leisure and culture functions according
to the requirements of reproducing the historical style
and features of the Bund.
The three areas refer to the classic Area of the
Nanjing Road, the traditional Area of the Yuyuan and
the future Area of the World Expo site
The Area of the Nanjing Road: It is
a core business and commercial zone embodying the urban
vitality from the Suzhou Creek in the north to the Huaihai
Road (E) and the Renmin Road in the south and from Sichuan
Road (M) in the east and to the Chengdu Road in the west
with an area of about 3.2 square kilometer. In the area,
there are buildings with the total floor area of 3.56 million
square meters, of which there are 22 Class-A business buildings
with the floor area of about 1.6 million square meters
and there are 124 old buildings with the floor area of
970,000 square meters. During the period of the Eleven
Five-Year Program, the area will make use of the advantages
of many traditional centers and concentrated modern services,
inherit the classic, deepen development, reinvent functions,
polymerize to become stronger, further strengthen the business,
commerce and modern services functions, build itself into
one of the marker areas of concentrated high-grade business

service facilities of commerce, catering and entertainment
and continuously upgrading the overall commercial development
level.
---Accelerating the upgrading of modern commercial and
trade functions of the Area of the Nanjing Road. ¡°Keeping
the people from other parts of the country, attracting
foreigners and calling young people¡±. Actively pushing
ahead with structural adjustment and introducing international
name brands according to the requirements of internationalization,
modernization and diversified feature commerce. Making
great efforts to develop national name brands and reinvent
the image of the time-honored brands through introducing
them into the supermarkets and communities, extending them
to ¡°one city and nine towns¡± and making Chinese name brands
go global. Focusing on expanding the functions of the Nanjing
Road (W) and doing a good job of function building of the
section from the New World to the Tomorrow Square through
scientific and rational orientation and plan readjustment.
---Strengthening the construction of the feature streets
and areas. Accelerating the comprehensive supplementary
renovation of the byroads of the Nanjing Road. Building
the Beijing Road into a means of production display window,
a distribution market and an engineering equipment service
center radiating to the Yangtze River Delta and even the
whole country through standardization and IT application.
Building the Jinling Road into a feature street with a
special favor, unique culture and integration of Chinese
and Western musical instruments, feature catering and leisure
bars through fully carrying forward the style and feature
of the French buildings. Building the Fuzhou Road into
a cultural and commercial street integrating publication,
innovative design, business, entertainment and leisure
through continuously promoting structural adjustment and
attracting famous key cultural enterprises. Strengthening
the strategic cooperation with the Bailian Group, accelerating
the comprehensive renovation of the byroads of the Nanjing
Road and promoting the development of the overall functions

The Area of the Yuyuan: It is the core
of the old Shanghai Town, the source of Shanghai 700-year
history, the important carrier for inheriting Shanghai
historical context and the municipality-level commercial
center with the most traditional features. It is from the
Zhonghua Road in the east and the Renmin Road in the north
to the Henan Road (M) in the west and the Fuxing Road (E)
in the south with an area of 0.72 square kilometers. In
the area there are twelve 3,000-odd-square-meter business
buildings with the total floor area of 67,000 square meters.
The area can be divided into an ¡°inner circle¡± of 5.3 hectares,
a ¡°middle circle¡± of 43.7 hectares and an ¡°outer circle¡±
of 23 hectares. During the period of the Eleven Five-Year
Program, the area will depend on the rich historical and
cultural details and feature tourist resources, continue
the historical context, excavate cultural connotation,
readjust commercial structure, improve tourist key elements,
upgrade the commercial and business functions, produce
the interaction effects among commerce, tourism and culture
and build itself into an internationalized commercial,
cultural and tourist area embodying Shanghai historical
glamour.

full use of the unique development and commercial, tourist
and cultural resources advantages of the Yuyuan, further
making clear the function orientation, space structure,
name brand guidance and business layout, improving the
supporting infrastructure and putting into effect the measures
